The bank may establish access to capital loan-related programs of the following types to promote private access to capital to certain businesses with fewer than 500 full-time employees:

1. (1) capital access programs;
2. (2) collateral support programs;
3. (3) loan guarantee programs; and
4. (4) loan participation programs.
