The joint liability of this state and an endorsing municipality or endorsing county under a joinder agreement and any other games support contracts entered into under this subtitle may not exceed the lesser of:

1. (1) $100 million; or
2. (2) the total amount of revenue transferred or deposited to the trust fund and interest earned on the trust fund.
