The joint liability of this state and the endorsing municipality under a joinder agreement and any other games support contracts entered into under this subtitle may not exceed the lesser of:

1. (1) $20 million; or
2. (2) the total amount of revenue transferred or deposited to the trust fund and interest earned on the trust fund.
