The Texas Department of Transportation, the Department of Public Safety of the State of Texas, and the Texas Department of Housing and Community Affairs may:

1. (1) assist a local organizing committee, endorsing municipality, or endorsing county in developing applications and planning for the games; and
2. (2) enter into a contract or agreement or give assurances related to the presentation of the games.
