The commission shall adopt rules and procedures for the administration of a training assistance program under this subchapter. The training assistance provided to fire departments under this subchapter may be provided by any of the following methods:

1. (1) purchasing and providing training aids to fire departments on a temporary or permanent basis;
2. (2) financing training seminars for fire departments; or
3. (3) paying instructor fees to teach specialized courses for fire departments that employ fully paid fire protection personnel.
