1. (a) The commission may waive any prerequisite to obtaining a certificate under this subchapter for an applicant who holds a license or certificate issued by another jurisdiction:

   1. (1) that has licensing or certification requirements substantially equivalent to those of this state; or
   2. (2) with which this state has a reciprocity agreement.
2. (b) The commission may make an agreement with another state to allow for certification by reciprocity.
