1. (a) Each of the following entities shall employ or appoint a public information officer who must obtain certification in emergency communications from the division and complete continuing education on emergency communications as provided by this subchapter:

   1. (1) a municipality;
   2. (2) a county;
   3. (3) an independent school district;
   4. (4) an open-enrollment charter school; and
   5. (5) the division.
2. (b) The chief administrator of an agency may be appointed or employed as a public information officer.
