1. (a) Based on the findings of fact, conclusions of law, and proposal for decision, the commission by order may determine that:

   1. (1) a violation occurred and impose an administrative penalty; or
   2. (2) a violation did not occur.
2. (b) The department shall give notice of the order to the respondent.

3. (c) The order under this section must include:

   1. (1) separate statements of the findings of fact and conclusions of law;
   2. (2) the amount of any penalty imposed;
   3. (3) a statement of the right of the respondent to judicial review of the order; and
   4. (4) any other information required by law.
