1. (a) The commission by rule shall establish procedures for the informal resolution of complaints filed with the department related to a violation of a law or rule governing a program or person subject to this subchapter, including procedures governing:

   1. (1) informal disposition of a contested case under Section 2001.056; and
   2. (2) an informal proceeding held in compliance with Section 2001.054.

2. (b) Any settlement agreement arising from the procedures described by Subsection (a) must be approved by the director or the director's designee.
