The legislature may appropriate money to the governor to be used only:

1. (1) in an emergency, including an imperative public necessity;
2. (2) for the executive branch of state government;
3. (3) if other money is not available, because previously appropriated money has been spent or obligated; and
4. (4) for purposes for which specific other appropriations previously have been made.
