The executive committee shall:

1. (1) on the recommendation of the president of the state bar, approve the creation of additional standing and special committees of the state bar in accordance with Section 81.123;

2. (2) conduct a comprehensive review of standing and special committees of the state bar at least biennially and more frequently as the executive committee determines necessary to assess whether there is:

   1. (A) a continued need for each committee; and
   2. (B) unnecessary overlap of the committees' activities; and
3. (3) perform other duties as delegated by the board of directors.
