1. (a) The commissioner shall complete the procedures specified by this section to register securities entitled to registration by notification.

2. (b) The commissioner shall:

   1. (1) examine the registration statement filed under Section 4003.052 and the accompanying papers to determine their sufficiency under the requirements of this subchapter; and

   2. (2) record the registration by notification of the securities described on receipt of:

      1. (A) the registration statement;
      2. (B) any prospectus;
      3. (C) payment of the filing fee and registration fee; and
      4. (D) a consent to service of process, if required.
