1. (a) A governmental subdivision or agency may not enact or enforce a law that prohibits:

   1. (1) the display of:

      1. (A) a municipal flag;
      2. (B) the state flag;
      3. (C) the flag of another state of the United States;
      4. (D) the United States flag; or
      5. (E) the flag of a nation other than the United States; or
   2. (2) any conduct covered by this subchapter.
2. (b) This section does not prohibit a governmental subdivision or agency from enacting or enforcing a law to protect the public health or safety.
