1. (a) A person affected by a political subdivision's or state agency's violation of this chapter may bring a civil action and is entitled to obtain:

   1. (1) declaratory relief;
   2. (2) injunctive relief; and
   3. (3) court costs, including reasonable attorney's and witness fees.
2. (b) Notwithstanding any other law, the Fifteenth Court of Appeals has exclusive jurisdiction over any appeal arising out of a civil action brought under this section.
