A career development center shall provide to each person, before the person participates in a vocational or technical training program, a document that informs the person of:

1. (1) current employment prospects;
2. (2) the current wage level for a person who completes the vocational or technical training program in which the person is considering participating; and
3. (3) the most recent information available on the performance of institutions that provide that training in the local workforce development area.
