1. (a) If funds are available, the department shall operate a transitional housing pilot program in four areas of the state.

2. (b) The program must address the needs of the homeless for:

   1. (1) interim housing;
   2. (2) physical and mental health services;
   3. (3) literacy training;
   4. (4) job training;
   5. (5) family counseling;
   6. (6) credit counseling;
   7. (7) education services; and
   8. (8) other services that will prevent homelessness.
