The department may:

1. (1) acquire, hold, invest, deposit, use, and spend its income and money from every source; and

2. (2) select its depository or depositories, subject only to the provisions of:

   1. (A) this chapter; and
   2. (B) a covenant relating to the department's bonds issued by the housing finance division.
