An agency or institution of the state shall cooperate with the department by providing personnel, information, and technical advice as the department assists the governor in:

1. (1) the coordination of federal and state activities affecting local government; and
2. (2) providing affordable housing for individuals and families of low and very low income and families of moderate income.
