State agency rules published in the administrative code, as approved by the secretary of state and as amended by documents later filed with the office of the secretary:

1. (1) are to be judicially noticed; and
2. (2) are prima facie evidence of the text of the rules and of the fact that they are in effect on and after the date of the notation.
