1. (a) A pawnshop shall identify by a tag or similar means each item of goods located in the pawnshop that:

   1. (1) has a retail or sale value of more than $25; and
   2. (2) can be tagged or similarly identified.

2. (b) This section does not apply to:

   1. (1) the personal effects of a person in the pawnshop; or
   2. (2) furniture, fixtures, or equipment of the pawnshop.
