1. (a) The purposes of this chapter are to:

   1. (1) establish a fund in this state to aid the commissioner in maintaining the solvency of associations that contribute to the fund; and

   2. (2) safeguard the public interest and promote public confidence in domestic associations doing business in this state by making the fund available to the commissioner to be used to:

      1. (A) protect and rehabilitate the assets of member associations; and
      2. (B) maintain the solvency of member associations.
2. (b) This chapter shall be liberally construed to effect its purposes.
