The finance commission by rule shall:

1. (1) set the amount of fees the commissioner charges for:

   1. (A) supervision and examination of savings banks;
   2. (B) filing an application or other documents;
   3. (C) conducting a hearing; and
   4. (D) other services the commissioner performs; and
2. (2) specify the time and manner of payment of the fees.
