1. (a) If the commissioner denies an application, the applicant is entitled to a hearing if the applicant submits a written request for a hearing not later than the later of:

   1. (1) the 30th day after the date the application is filed; or
   2. (2) the 15th day after the date the application is denied.
2. (b) Not later than the 30th day after the date the hearing is closed, the commissioner shall enter a final order affirming or withdrawing the denial of the application.
