The department, in collaboration with the lead entity, shall incorporate into the pilot program a workforce development plan that includes:

1. (1) strategies that address rural workforce challenges, including strategies for recruiting and retaining child welfare professionals;
2. (2) training programs aligned with best practices in child welfare; and
3. (3) career advancement opportunities.
