If a question arises concerning voter registration that an agency employee cannot answer, the employee shall provide the person:

1. (1) the toll-free telephone number of the Elections Division of the Office of the Secretary of State; and
2. (2) the telephone number of the voter registrar to whom registration applications are submitted.
