An employee of a voter registration agency may not:

1. (1) seek to influence an applicant's political party preference;
2. (2) display any political party preference or allegiance; or

3. (3) make any statement or take any action the purpose or effect of which is to:

   1. (A) discourage the applicant from registering to vote; or
   2. (B) lead the applicant to believe that a decision of whether to register has any bearing on the availability of services or benefits.
