In this subchapter:

1. (1) "Services" means the courses and programs described by Sections 130.0011 and 130.003(e).

2. (2) "Service area" means:

   1. (A) the territory within the boundaries of the taxing district of a junior college district; and
   2. (B) the territory outside the boundaries of the taxing district of a junior college district in which the junior college district provides services.
