An institution of higher education may use funds awarded under this section to develop, in connection with a course described by Section 61.861:

1. (1) curriculum;
2. (2) assessments;
3. (3) instructional materials, including technology-based supplemental materials; or
4. (4) professional development programs for secondary grade-level teachers teaching a course described by Section 61.861.
