This subchapter is not a promise or guarantee that a beneficiary will be:

1. (1) admitted to any institution of higher education or private or independent institution of higher education;
2. (2) admitted to a particular institution of higher education or private or independent institution of higher education;
3. (3) allowed to continue enrollment at an institution of higher education or private or independent institution of higher education after admission; or
4. (4) graduated from an institution of higher education or private or independent institution of higher education.
