A student is entitled to pay the fees and charges required of Texas residents without regard to the length of time the student has resided in Texas if the student:

1. (1) holds a competitive academic scholarship or stipend;
2. (2) is accepted in a clinical and biomedical research training program designed to lead to both doctor of medicine and doctor of philosophy degrees; and

3. (3) is either a nonresident or a citizen of a country other than the United States of America.
