(a) An adult education program operated under a charter granted under this subchapter must:

1. (1) use an instructional model in which a significant portion of instruction, as approved by the commissioner, is delivered in a teacher-led, interactive classroom environment;

2. (2) provide access to:

   1. (A) career and technical education courses that lead to an industry certification;
   2. (B) career readiness training;
   3. (C) postsecondary counseling; and
   4. (D) job-placement services; and

3. (3) provide support services to students, including:

   1. (A) child care at no cost to students;
   2. (B) life coaching services, at a ratio not to exceed one life coach for every 100 students, that use strategic and holistic interventions designed to facilitate graduation planning and assist students in overcoming life obstacles to achieve academic and career goals;
   3. (C) mental health counseling;
   4. (D) for students with identified disabilities or impairments, instructional support services; and
   5. (E) transportation assistance.

(c) An entity described by Section 12.256(1)(B), (C), or (D) to whom a charter is granted under this subchapter may contract with a nonprofit entity that is an eligible entity to operate an adult education program described by Subsection (a).
