1. (a) The purposes of this chapter are to:

   1. (1) improve student learning;
   2. (2) increase the choice of learning opportunities within the public school system;
   3. (3) create professional opportunities that will attract new teachers to the public school system;
   4. (4) establish a new form of accountability for public schools; and
   5. (5) encourage different and innovative learning methods.
2. (b) This chapter shall be applied in a manner that ensures the fiscal and academic accountability of persons holding charters issued under this chapter. This chapter may not be applied in a manner that unduly regulates the instructional methods or pedagogical innovations of charter schools.
