Of a legislative appropriation for the project established under this article:

1. (1) not more than six percent may be used by the division for management and administration of the project;
2. (2) not more than 14 percent may be applied to the contract between the division and the nonprofit organization; and
3. (3) not more than three percent may be applied to the contract for the community educational campaign.
