A judge shall report to United States Immigration and Customs Enforcement a person who:

1. (1) has been convicted of an offense or placed on deferred adjudication community supervision for a felony in the judge's court; and
2. (2) is an illegal criminal alien as defined by Section 493.015, Government Code.
