Except as provided by rule of the Texas Department of Licensing and Regulation under Section 301.102, a person may not engage in activities for weather modification and control:

1. (1) without a weather modification license and weather modification permit issued by the department; or
2. (2) in violation of any term or condition of the license or permit.
