The State Soil and Water Conservation Board shall consult with:

1. (1) the Texas Water Development Board in regard to the effects of the water supply enhancement program on water quantity;
2. (2) the department in regard to the effects of the water supply enhancement program on agriculture; and
3. (3) the Parks and Wildlife Department in regard to the effects of the water supply enhancement program on fish and wildlife.
