1. (a) An inspector who discovers animals that are being or have been moved in violation of a quarantine may request a peace officer to seize the animals and:

   1. (1) impound the animals at the expense of the owner; or
   2. (2) if practicable, return the animals at the expense of the owner to the point of origin.
2. (b) In addition to other expenses, the owner of the seized animals shall pay the officer a fee of $2 and the cost of feeding, watering, and holding the animals.
