If a person ordered to treat cattle or sheep under this chapter fails or refuses to treat the animals, the county commissioners court shall:

1. (1) provide the necessary equipment and facilities for the treatment of the animals;
2. (2) have the animals treated in accordance with this chapter; and
3. (3) pay the expenses of the treatment by warrant drawn on the general funds of the county.
