1. (a) A person commits an offense if, without a certificate required by rule of the commission under Section 161.043 of this code, the person:

   1. (1) enters livestock, exotic livestock, domestic animals, domestic fowl, or exotic fowl into an exhibition, show, or fair; or
   2. (2) brings livestock, exotic livestock, domestic animals, domestic fowl, or exotic fowl on the grounds of an exhibition, show, or fair for the purpose of entering.
2. (b) A person commits an offense if, as owner or person in charge of the exhibition, show, or fair, the person permits entry under Subsection (a) of this section.
3. (c) An offense under this section is a Class C misdemeanor unless it is shown on the trial of the offense that the defendant has been previously convicted under this section, in which event the offense is a Class B misdemeanor.
4. (d) Each entry of an animal without a certificate in an exhibition, show, or fair constitutes a separate offense.
