1. (a) The commission shall analyze, on a statewide and regional basis, violations of this subtitle. The commission shall consider:

   1. (1) violation types and disposition;
   2. (2) persons who are repeat offenders; and
   3. (3) persons who commit the most serious offenses.

2. (b) The commission shall use the analysis under Subsection (a) to compare enforcement practices across each region and determine:

   1. (1) training needs;
   2. (2) gaps in enforcement authority; and
   3. (3) effective enforcement activities.
3. (c) The commission shall conduct the analysis under Subsection (a) on a periodic basis to ensure that the information reflects current enforcement practices.
4. (d) The commission shall timely enter and share compliance and enforcement information on a statewide and regional basis.
