If the department suspects or determines that a license holder violated this chapter or a rule adopted under this chapter with a culpable mental state greater than negligence, the department shall immediately report the license holder to:

1. (1) the United States attorney general; and

2. (2) the attorney general of this state, who may:

   1. (A) investigate the violation;
   2. (B) institute proceedings for injunctive or other appropriate relief on behalf of the department; or
   3. (C) report the matter to the Department of Public Safety and any other appropriate law enforcement agency.
