A person who intends to pack tomatoes for transportation shall give timely written or oral notice to the department:

1. (1) of the time and place the tomatoes are to be packed and transported; or
2. (2) that the tomatoes are to be packed and transported to the inspection station nearest the point of loading for transportation.
