To implement this subchapter, the department may issue or authorize issuance of:

1. (1) a certificate that indicates that a regulated article is not infested with the boll weevil or the pink bollworm; and
2. (2) a permit that provides for the movement of a regulated article to a restricted designation for limited handling, use, or processing.
