These Rules apply to:

1. (1) Programs or projects undertaken by the Department with or without federal financial assistance;
2. (2) Programs or projects undertaken by local agencies with federal or state financial assistance administered by or through the Department; and
3. (3) Programs or projects undertaken by persons with federal financial assistance administered by or through the Department.
