1. (1) No person shall drive or cause to be driven a motor vehicle carrying a placardable quantity of hazardous material as specified in Title 49 of the Code of Federal Regulations §§ 172.500 through 172.558 along or upon Interstate 40 or Interstate 275 in Knox County, Tennessee between the intersection of said interstates with Interstate 640 on the west, north or east. This prohibition shall not apply to the following:

   1. (a) To motor vehicles which have shipments originating at or destined to the City of Knoxville and to service points on U.S. Highway 129 Blount County as verified by appropriate shipping papers.
   2. (b) To motor vehicles which have shipments to be interlined with other carries or which have shipments transferred to other motor vehicles or aircraft of the same carrier at facilities located in the City of Knoxville or service points on U.S. Highway 129 in Blount County.
   3. (c) To motor vehicles which need emergency repairs or warranty work performed at authorized dealers or repair facilities as may be verified by a physical inspection of the vehicle, by warranty papers in the vehicle, or by other means of verification used by the investigating officer.
