1. (1) A claim must be established against any assistance group that received more Families First benefits than they were eligible to receive, regardless of the reason for the overpayment.

2. (2) Overpayments may occur as a result of:

   1. (a) Administrative (agency) error;
   2. (b) Inadvertent client error;
   3. (c) Improper payment error; or
   4. (d) Suspected intentional program violation.
