1. (1) To the extent that costs related to action required by this rule are not already recovered in rates, the utility may seek cost recovery:

   1. (a) By filing a petition pursuant to T.C.A. § 65-5-103; or
   2. (b) If permissible, by requesting an alternative regulatory mechanism pursuant to T.C.A. § 65-5-103(d).
