Applicability of This Part

This part shall apply to all primary care services offered in clinics, provided, however, that it shall not apply to:
- (1) Applicants under the age of eighteen;
- (2) Exempt services;
- (3) Emergency Services, including emergency dental services; or
- (4) Prenatal care.
