1. (1) The Commission may consider a waiver of the eight (8) month full-time annual service requirement under the following conditions, as long as in-service training was completed during the calendar year:

   1. (a) Death of the officer;
   2. (b) Retirement;
   3. (c) Medical condition, injury, or disability;
   4. (d) Separation due to change of administration, which the officer can substantiate; or
   5. (e) Military service.
