1. (1) The organization should have a written program plan to guide the operation of its program and the delivery of its services. The plan should include a program description that:

   1. (a) Reflects the philosophy of the program. PSYCHOSOCIAL REHABILITATION PROGRAM FACILITIES
   2. (b) Delineates the goals of the program.
